Is there a "resting" time so to speak after an IPO where stock can be traded on a secondary market? Or can trading commence immediately after all shares are issued and the IPO is finished?
It's whenever those who received the initial issue of the shares decide to sell them. Usually this is immediate since they all want to unload some to offset their costs and capitalize on the hype.

Prada Said to Narrow IPO Range; Samsonite Drops on Tightening

June 16 (Bloomberg) -- Prada SpA cut the maximum amount it may raise in an initial public offering as Samsonite International SA slumped in its Hong Kong trading debut and Hong Kong stocks slid amid concern China’s economy may cool.
The Milan-based luxury goods retailer narrowed its IPO price guidance, bringing the maximum it would raise to $2.3 billion, down from $2.6 billion, according to two people familiar with the matter. It also raised the low end, said the people, who declined to be identified.
Prada’s scale-back followed an as much as 11 percent drop in shares of Samsonite, the world’s largest branded- luggage maker, from the initial public offering price of HK$14.50. The suitcase maker raised $1.25 billion in the sale last week, less than initially planned.
“The timing of Samsonite’s listing isn’t that great,” said Masahiko Ejiri, a Tokyo-based fund manager at Mizuho Asset Management Co., which oversees $41 billion. “The global economy might be weaker than expected, so people are just very cautious about buying into equities. This is all about name-recognition. Investors are stupid. They know little about the products of the companies they lay their dollars down for. They’re acting on buzz.
And buzz has nothing to do with profits. Certainly not long term.
What we’ve got here is a phenomenal job of brand-building. Tim Westergren, like a carnival barker went out and sold a service based on a combination of hucksterism and I’m on your side duplicity. If Mr. Westergren truly cared about music, he’d be a manager. I haven’t seen someone this dedicated to building something from zero to superstar status in eons. But there’s too little money actually promoting music, building stars, and talent talks back, digits do not....

Three years ago, I got a phone call — Pandora was about to die.
Things were not going well for the Internet radio service at that point. The economy was collapsing, Sequoia would soon give its infamous “ RIP, Good Times ” presentation, and most importantly for Pandora, it was starting to look like the Copyright Royalty Board (CRB) may not lower their rates. This led founder Tim Westergren to suggest that they may have to shut the service down. And we wrote that sadly, it was looking like Pandora may have to be a “ sacrificial lamb “.
That’s what makes today so fascinating — and perhaps the feel-good tech story for this generation of web startups. Pandora IPO’d this morning , listing itself on the New York Stock Exchange under the symbol “P” . While the orignal IPO share price had been set at $7 to $9, the company revised that to $10 to $12, and then set it yesterday at $16. The stock opened today north of $20 a share, where it remains. The market cap is now over $3 billion. Again, this was a company that was going to die.
